Dear Shareholders:

In view of the Company’s Articles of Association, as approved at the 2005 Annual General Meeting of Shareholders, which stipulate that the Company shall be a “perpetually existing joint-stock company,” the Company now intends to submit a formal application to the Dalian Municipal Administration for Industry and Commerce to amend the “term of operation” stated on the Business License of the Corporate Legal Person to read: “Perpetually Existing.”
