Report on the Appointment of the Company’s 2008 Audit Firm

Dear Shareholders:

In accordance with the China Securities Regulatory Commission’s “Notice on Audit-related Issues Concerning Companies Issuing Foreign-invested Shares Listed Domestically” (CSRC Accounting Document [2007] No. 30), the Company will no longer engage an overseas auditing firm to conduct an overseas audit.

In accordance with relevant regulations and in light of the Company’s actual circumstances, it is proposed to re-engage Dalian Hualian Certified Public Accountants LLP as the Company’s auditor for the year 2008. Based on the specific requirements of the audit engagement, it is proposed to pay Dalian Hualian Certified Public Accountants LLP an annual audit fee of RMB 550,000, with all related audit expenses to be borne by the firm.
